He clearly had officer rank in TNG, then not in DS9.

I suspect he was impersenateing an officer in TNG, and did it so well that when they found out, they just promoted him to Cheif Petty Officer (or whatever he was) when he was on DS9.
 
Worf's dad called him a chief petty officer in Family.
 
I thought he was enlisted, which meant he got into Starfleet without going through the academy. That must piss off all the academy brats. Just like Wesley who got to steer the ship because the Captain fancied his mum, and Bashir who was born a retard.

So yeah, I'd have sex with Data too.

indeed, but he still had officer rank on dureing the series.
