How do you "seize" the Internet?

A conspiracy buff mentioned on some board that FEMA has the power to "take control of the internet" in the event of a national emergency.

I'm kind of curious as to how this would be accomplished. Would you have government agents driving to every ISP server to switch jacks by hand? Is there some "black code" implanted into Apple or Microsoft browsing software that could suddenly put them under the control of the powers that be?

Paint me your internet doomsday scenario.
 
When you paste the URL inside the tags, just use the code after the = sign. You don't need any of the http-blah-blah stuff.

For those of you in the US. I want you to look at any piece of electronics nearby that may have even the slightest chance of producing a communication carrier wave and see if there's an FCC compliance notice on it. You may have to look pretty hard as some of them are hard to find, but I promise you, there's a strong chance you'll find one. Why do you think that is?

Sitting around me I can find FCC markings on my wireless mouse and keyboard, a PC tower, my linksys router I use in lieu of a wireless card on the PC, the wireless router and modem provided by my ISP, my cell phone and bluetooth headset, an XBox 360 wireless controller, my universal remote, the keyless remote for my car (no, not the RC kind of car either), my printer, my goddamned iPod, and last but not least, a portable CD player!

Now, I know that the FCC inspects all electronics to make sure that they're not going to interfere with any major communications equipment. However, the FCC could be far more sinister than we think.

Just a thought.

Oh, no. Those were references to items mentioned in the film which are completely "plausible". I have suspicions that a friend of mine is a real blackhead. The kid is a true computer genious.
