Hey, anyone can vote. Whether or not we regard those votes as valid is what we're talking about.

I think that since these are citizen-related votes, that only citizens should matter when voting. There's no direct verbiage to that in the Spamstitution, but there are always loopholes. And, I'm not a lawyer, so I can't write an air-tight legal form.

I guess this means I need to do some re-writing.
