...does the Sci-Fi Channel feel the need to make the commercials they run 3 times louder than the actual shows? Do they think that's clever?

Most channels do the commercials-louder thing. I especially notice it at 7am trying to watch Buffy on FX and having to turn things up during the show, and then drastically down when a break starts.
As for Sci-Fi, they must be owned by NBC Universal. They are the worst whores when it comes to putting wrong shows on themed cable channels that they buy. The fact that you can see the L&O shows on 7 different channels now is testament to that.
