You can get it through legitimate channels by joining the Microsoft Insider Program, then checking Windows Update for the download. It's still basically a beta, but it's surprisingly stable and bug-free already.

The transparent taskbar is courtesy of a third party utility called TaskbarX.
There's a setting under Personalize -> Taskbar -> Taskbar Behaviors that lets you left-align the taskbar, as well. It's set to centered alignment by default, but it can be changed via that nav path.
