It's because Voyager introduced a race called the Voth, who were the descendants of Earth dinosaurs who were somehow transported into the Delta Quadrant millions of years ago, and had developed super-advanced tech. They could beam entire starships into their city-ships' hangar bays.

So Dinosaurs existed on earth for hundreds of millions of years without ever developing technology, yet somehow come up with super advanced technology in a fraction of the time in the Delta Quadrant, and change from looking like a dinosaur, to looking like a typical monster of the week, aka a man in latex makeup?
 
Actually, the episode that the Voth were introduced in mentioned that they'd been warp-capable for at least 20 million years.
 
And yet we never heard of them before that episode, or since.
 
Mainly because they're incredibly isolationist. But yeah, Berman & Braga were probably smoking something when they thought up that episode.
 
If Picard has stayed on Earth to join the underwater excavation project after the Borg incident, he would have discovered it.
 
I really liked that episode even though the science was ridic.

There was a bit where Janeway used the holodeck to see how a species of dinosaur might evolve, which of course resulted in a humanoid that looked exactly like the Voth. But the ship's computer had no idea what environmental pressures might have been exerted on this species through time, so the simulation was based on fuck all evidence. Looked really cool though.

I liked the part where the dinosaurs were invisible and perving on Harry Kim.
