I agree, it would make a lot more sense if that were the case, but it's not.
The film in general does a pretty bad job at establishing the geography of the galaxy.

SSHH! You're screwing up my pet theory!...I'm pretty sure Vader's lightsaber fell down the reactor shaft in the Emperor's Throne Room when Luke cut his hand off, and so got destroyed along with the Death Star II.

There are two good reasons why it is colon (short for colonial.):
First, the classic theme of independent, hardworking good guys
being threatened by the heavy evil central government makes good
watching.
So Finn asking Rey "do you have a boyfriend? A cute boyfriend?" (or whatever the line was, Star Wars police) was really just him wanting to meet a cute guy?
