I would propose that numbers are a human construct devised to articulate a perception. While I might look at the petals of a flower and assign the number five to articulate my perception of the number of petals, the flower probably doesn't understand my thought process, just produced what it was supposed to by its genetic design over which I need to construct numbers to fathom.
