It's one that's generally used when in a discussion with someone who possesses the brain power of an aborted fetus. Such as VKD for example.
 
It's pathetic on so many levels (Not surprisingly, something just Sarek asked VKD a moment ago).

Aside from being corny, how can you be asking someone if their parents had any kids that lived, if your asking the kid itself?

My Drill Sergeant once told me that if I had a brain I'd actually be dangerous. He also once accused me of actually being sent by the soviets to sabotage his platoon :(
