Some animals/breeds have more of a proclivity to violence than others. Though environment can influence this, it also depends on the physiological make up of the dog's brain which will influence its' "personality."
Also, "trained" may not be the best word for it, as it seems to imply that there is an intent in creating a more vicious animal. Many dogs can become vicious when they are simply neglected, not through malicious intent on the owner's part.
