Clues would be nice. I'd love an aerial photo of the footprint of the entire bricked area. Perhaps specifying what continent it's on would be good, too.
I've exhausted every google/wikipedia search I can in hopes of discovering the item. What was shuttled up/down those rails?
It's heavily Persian-influenced, which is probably where you were getting the Arab vibes from.
It's not a mine. The walls just look rough because they were stripped of their marble covering at some point.
I'm not really sure what the "rails" are for, but it's possible that they're just handrails. They're not really central to the function of the building.

Ulugh Beg observatory in Samarkand. I didn't really have a clue until you showed the floor plan, and I noticed those strong points of light on the walls of that underground chamber.
