The Batphone on the Commisioner's side emitted a steady mist that subtly blocked the listener's cognitive abilities. Unfortunately it turned Gordon into a vegetable over time (what would have been season 4 if the show hadn't been canceled).
 
Alternative explanation: Commissioner Gordon and Chief O'Hara just weren't all that bright.
 
Maybe they thought Alfred was short of money and had to butler for a few people.
 
Also, the red phone is just sitting out there in the open. Surely Aunt Harriet must have been curious enough to pick it up at least once in her dotty life.
 
Did they ever talk about the brutal murder of Bruce's parents in the Adam West series?
