That's part of the reputation system around here. It was modified after some people started abusing it for the points.

I'm not sure of the current rules but you may need 50 posts. A small scale will appear underneath the person's posting profile, which will allow you to give them reputation along with a comment, if you choose to.

Green = pos, red = neg.
 
It's another way of boosting egos B)

It's 50 posts + some random amount of time nobody knows about because Hambil's too lazy to do something about it, afaik.
